Clean Water Trust Fund Gains Traction at House Hearing

On June 8, the House Subcommittee on Water Resources and Environment held a hearing on the need for a clean water trust fund to address water infrastructure needs throughout the country. The hearing room was jam-packed and a lively question and answer period took place between the witnesses and Subcommittee embers, demonstrating Congress’ growing interest in the trust fund concept. Discussion focused on testimony submitted by Water Infrastructure Network (WIN) member organizations. Jack Schenendorf, former Chief of Staff for the Transportation and Infrastructure Committee, testified on behalf of WIN member, the Associated General Contractors of America (AGC). Schenendorf detailed the success of past trust funds including those for highways and aviation and told the Subcommittee that “a clean water trust fund was the next logical step.” Other witnesses at the hearing included Frank Luntz, President of Luntz Research Companies, who discussed the overwhelming public support for a clean water trust fund as detailed in a national survey (PDF) performed for WIN member, the National Association of Clean Water Agencies (NACWA). Ken Rubin, a Managing Partner at PA Consulting, testified on behalf of NACWA regarding the need for, and economic viability of, a trust fund.
